What are High Executive Possessing Specialist Skills (HEPSS) rules?
Short answer
HEPSS is a tax status for senior executives with specialist skills not available in Gibraltar, under which only the first £160,000 of income is taxed under the Gross Income Based System, giving tax of £39,940 on that amount.
Detailed answer
To obtain a HEPSS certificate, an individual must possess skills not available in Gibraltar that are necessary to promote and sustain economic activity of particular value to Gibraltar, must not have been resident in Gibraltar in the previous three years (or must previously have registered as a Category 3 individual), and must have approved residential accommodation in Gibraltar for their exclusive use. Tax is charged only on the first £160,000 of income under the Gross Income Based System. HEPSS is a tax status: since 14 July 2026 the executive also needs a residence permit under the Residency Regulations 2026. Tax residence for certificate purposes is decided separately by the Income Tax Office on the 183-day and 300-day tests and its residence evidence guidance.
