What has the PP said about the Gibraltar treaty?
Short answer
The PP has opposed the 2026 UK/EU Treaty in relation to Gibraltar as negotiated, arguing that Spain loses under it and that the Spanish Parliament should have voted on it. Its leader, Alberto Núñez Feijóo, has also called the treaty's entry into application good news, while saying it must be completed, including through tax equalisation with the Campo de Gibraltar.
Detailed answer
The PP (Partido Popular) is the main opposition party in Spain and leads the polls ahead of the general election on Sunday 29 November 2026. See our Spanish election tracker.
The PP's record on the treaty
- Thursday 26 February 2026: PP sources told El Español that any agreement on Gibraltar had to be authorised by the Congress and the Senate for constitutional reasons.
- Wednesday 4 March 2026: Feijóo said Spain loses and the United Kingdom wins under the treaty, and called for a binding vote in Congress.
- May 2026: the PP supported a Vox motion against the treaty in the Joint Committee for the European Union, which passed by 20 votes to 12.
- Wednesday 15 July 2026: Feijóo called the treaty's entry into application good news, but said it must be completed, and backed calls for tax equalisation with the Campo de Gibraltar.
- Tuesday 8 September 2026: six PP members of the European Parliament tabled an amendment asking the Parliament to refuse consent.
The Gibraltar Government's response
Sunday 21 June 2026: asked whether a future PP-led government might seek to suspend the treaty, Chief Minister Fabian Picardo said any politician who tried to bring less fluidity and less shared prosperity would be foolish, and that he believed the PP would have opposed any text it had not negotiated.
What the PP has not said
In the sources reviewed, the PP has not said that a PP-led government would seek to end the treaty. Its 2026 manifesto has not yet been published, and this answer will be updated when it is.
