Who qualifies for Gibraltar government scholarships or grants to study at university?

Short answer

The Mandatory Scholarship is aimed at students resident in Gibraltar who are 18 by 1 September, have at least five years' continuous ordinary residence and hold at least two A-levels or equivalent. Separate discretionary, postgraduate and distance learning awards require at least 10 years' ordinary residence.

Detailed answer

University funding is administered by the Department of Education. There are two main routes.

Mandatory Scholarship

Supports a first undergraduate degree, normally for three years. Published criteria include:

  • Resident in Gibraltar and aged 18 by 1 September of the award year
  • At least five years' continuous ordinary residence at the time of application
  • Attending or having attended a school in Gibraltar or the UK
  • At least two A-levels or equivalent
  • Eligible for UK home fees (otherwise funding is capped at the home fee rate)

The award can cover tuition fees, a maintenance grant and travel allowances, under a contract with the Government.

Note: in 2025 the Government moved to limit automatic eligibility to students at Government secondary schools or the Gibraltar College, with others directed to a discretionary route. Check the current handbook before relying on eligibility.

Discretionary, postgraduate and distance learning awards

Applicants must be 18 by 1 September and have at least 10 years' ordinary residence when the course starts. Priority goes to professional qualifications already begun and courses critical to Gibraltar's future. Funding is not guaranteed.
